Around 8:30 pm, Greyhound 1170 was an hour west of Winnipeg on the TransCanada Highway. The innocent and unsuspecting victim was Tim McLean, 22, a carnival worker heading home for a break. In 2017, he was declared completely stable and reliable to function on his own. Li was arrested but was found not criminally responsible due to mental illness and was placed in a secure treatment facility.
